WCCI has 26 member institutions. Membership is by invitation. To participate, an institution must be an established 501.c.iii private non-profit corporation with a higher education purpose, located in the western U.S., and generally meeting the classification critera used by U.S. News and World Report for Regional Universities: "Regional Universities offer a full range of undergrad programs and some master's programs but few doctoral programs."
Expressions of Interest in joining WCCI are collected through the year leading up to the Annual Meeting, and are vetted initially by that year’s Annual Meeting organizers who serve as a nominating committee. During the Annual Meeting there is a time on the Agenda dedicated to discussing the business of WCCI. The membership of the consortium, including nominations for new participants, is addressed then with the results reported afterward to inquiring institutions.
